Clothing manufacturer in Bangladesh for South Korean brands
South Korea is the market where Bangladesh’s trade position improved most in 2026, because the two countries signed a trade agreement that outlasts LDC graduation. The detail that matters is timing: the agreement is signed, but its implementation date has not been published, so there is a window where the old rules still apply.

Duty today: the LDC preferential tariff
Korea grants preferential tariffs to least developed countries under its Customs Act and a presidential decree on preferential tariffs for LDCs. UNCTAD’s handbook on the scheme records preferential rates applying to 4,802 of 5,052 items at the six-digit level, about 95% of the tariff.
We are deliberately not going to tell you that your garment is inside that 95%, because we have not verified that apparel lines are covered and the answer depends on the exact code. Ask a Korean customs broker to confirm the rate for each of your HS codes before you price the range. It is a five-minute question with a customs file behind it, and it is the only answer worth building a margin on.
The Bangladesh–Korea CEPA changes the picture
On 4 August 2026 Bangladesh and South Korea signed a Comprehensive Economic Partnership Agreement. According to The Business Standard, 97% of Bangladeshi products will receive preferential tariff treatment in Korea, readymade garments explicitly included, and 8,428 Bangladeshi products gain immediate duty-free access once the agreement is implemented. In the other direction, 87% of Korean products receive preferential treatment in Bangladesh.
This matters for one reason above all: it does not depend on LDC status. Bangladesh graduates from the Least Developed Country category on 24 November 2026, and unilateral LDC preferences are exactly the kind of benefit graduation puts at risk. A bilateral agreement is a different legal basis entirely, which is why Korea has become one of the more predictable markets for planning beyond 2026 — once the agreement is in force.
Plan for the gap between signing and implementation
A signed agreement is not yet a tariff line. Implementation follows ratification and the publication of the schedules, and at the time we checked, no implementation date had been published. For a programme shipping in late 2026 or 2027, that creates a window worth planning around.
Trade agreements also bring their own rules of origin and their own certificate of origin, separate from the LDC scheme. Those rules decide whether a garment made with imported fabric qualifies, which in Bangladesh is a live question for wovens in particular. We will get the origin requirements to you as soon as they are published, and keep the fabric and trim sourcing records for your order so the claim can be supported either way.
- Confirm today’s rate for each HS code with a Korean customs broker
- Model margin under both today’s rate and the CEPA rate
- Keep fabric and trim origin records from your first order
- Watch for the CEPA’s origin rules and certificate format when published
- Re-price once the implementation date is announced
Children’s clothing needs the KC mark
Korea regulates children’s products under the Special Act on Safety Management of Children’s Products, which took effect on 4 June 2016. Infant and children’s textile products are covered: they must be tested and certified by testing institutions authorised in Korea, and carry the Korea Certification mark, the KC mark, before they are distributed in the Korean market.
This is a sequencing problem more than a cost problem. Testing has to happen on production-representative samples, the certification has to exist before goods are sold, and the label has to carry the mark. Tell us at the enquiry stage if childrenswear is in the range, and we build testing into the sampling calendar rather than discovering it when the goods are already at sea.
Labelling in Korean
Textile and leather products sold in Korea are labelled in Korean, with the information permanently attached to the product, and children’s products carry the KC mark as part of that label.
Send us your Korean label copy, or your importer’s specification, at sampling. We produce the labels in Dhaka to that copy and check the finished label on the pre-production sample, because a Korean-language error is invisible to most of the people who handle the garment until it reaches the customer.
Shipping and landed cost
Korean orders ship by sea from Chattogram, normally transhipping through a regional hub before reaching Busan, with air freight from Dhaka for urgent drops. Transit is shorter than to Europe or North America, which helps repeat programmes.
Build your landed cost from goods, freight, insurance, the duty rate your broker confirms, clearance and import VAT, and put it through our landed cost calculator. Then run it again at the CEPA rate, so the day the agreement takes effect is a margin improvement you have already planned for.

Questions from buyers in South Korea.
What does the Bangladesh–South Korea CEPA mean for clothing imports?
It is the most important trade development for this market in years. Bangladesh and South Korea signed a Comprehensive Economic Partnership Agreement on 4 August 2026, and it explicitly covers readymade garments: 97% of Bangladeshi products receive preferential tariff treatment, and 8,428 products become duty-free immediately once the agreement is implemented. Its real value is that it does not depend on Least Developed Country status. Bangladesh graduates on 24 November 2026, and unilateral LDC preferences are what graduation puts at risk, while a bilateral agreement stands on a separate legal basis. The caution is timing: the agreement is signed, but at the time we checked no implementation date had been published, and it will bring its own rules of origin. Price today on the rate your Korean broker confirms, model the CEPA rate alongside it, and keep your fabric and trim origin records from the first order.
Do I need KC certification for children’s clothing sold in Korea?
Yes. Korea regulates children’s products under the Special Act on Safety Management of Children’s Products, in effect since 4 June 2016, and infant and children’s textile products fall within it. They must be tested and certified by testing institutions authorised in Korea, and carry the KC mark before they are distributed in the Korean market, with labelling information in Korean permanently attached. In practice this is a scheduling issue: tests are run on samples that represent production, the certification must exist before sale, and the finished label must carry the mark, so it cannot be bolted on at the end. If childrenswear is part of your range, tell us at the enquiry stage and we will plan testing into the sampling calendar with your Korean importer or certification body, rather than finding out when the goods are already on the water.
