Duty: LDC preference and the transition

Japan grants least developed countries duty-free, quota-free access on more than 9,000 tariff lines, and Bangladeshi apparel uses it heavily. Japan has also changed its tariff law so a country that graduates from LDC status keeps the preference for up to three years, which covers the period after Bangladesh graduates in November 2026.

After that, apparel would fall back on Japan’s general preferences, which cover far fewer clothing lines. Bangladesh and Japan have concluded an Economic Partnership Agreement intended to keep duty-free access for garments once it is ratified and in force, so confirm the position for your tariff lines before pricing far ahead.

Labelling under the Household Goods Quality Labelling Act

Japan’s Household Goods Quality Labelling Act requires most clothing to carry a permanent label showing fibre names and percentages, care instructions using the JIS L 0001 symbols, and the labelling party’s name and contact details. JIS L 0001 was revised in 2024 to align with the current ISO care symbols.

The label must be permanently attached, legible and easy for the consumer to find, so it is set at sampling and checked against the approved sample before bulk printing.
